Cost allocation tags for BYOC

Tag every resource the BYOC module creates so runner cost lands in your existing cost allocation reports.

Tags set on the module propagate to the autoscaling group, the instances it launches, the cache bucket and the log group. Activate them as cost allocation tags in Billing and runner spend appears alongside everything else.
